I'm not saying this would be your ideal solution but if you're OK with
NoSQL databases, it's worth having a look at Couchbase.
It's commercial, but there is a free Community Edition.

In the cloud, you will have Couchbase Server.
On the client, install Sync Gateway which runs as a service and lets you
work with local databases.
This local service has a REST API so POST/PUT to add/change documents, GET
to retrieve etc.

If you prefer, there are libraries available for Swift, Java, C#,
Objective-C or Javascript which use their own
Couchbase Lite database and that will talk to Sync Gateway to do the server
sync.
