Hal, That would not happen if any democratic government was in place. And IIRC the Shah was opposed by various sectors of the iranian society. The fact that he was thrown out by even worse medieval nuts doesn't turn him in a exemplary leader/politician. Dictators are the same everywhere, just corrupt guys who get to "own" a country for their own benefit.
