Let me emphasize: Step # 1: you are positively identified to gain
access, email or otherwise, and Step # 2: everything you do, email or
otherwise, is stashed in the database for 'later'. That database could
be in a mountain in Colorado, or distributed around the world, it just
has to be viewable as a whole - as we well know.
Then, when 'later' comes, and you've pissed off someone with The Power
(access), a look-see through the heap should come up with something that
can be worked with to deal with you.
It's the combination of positive ID's and stashing everything that puts
this mechanic in place. In other words, the greatest invention in all of
history gets to be turned inside out into the most repressive tool ever
invented.

The only way I can think of to keep this monster from growing is
anonymous access, where traffic cannot be related back to individuals.
This is a far more ominous situation then terrorism for "free people",
but it's been buried while we're caught up in the frenzy of terrorist
fever, with paranoid warmongers fanning and stoking the fires to insure
a never-ending supply of boggeymen to keep our attention fixed on the
problem they created.
In the end, this is going to boil down to whether the majority of quiet
people who love will prevail, or whether that station will belong to
those not so disposed. Our track record isn't very encouraging, you may
have noticed.
