Al, It could be something to do with the permissions in the "Local Intranet" zone of IE? The security added after the IE7 update (or thereabouts) with IE might be causing the error in the same way they specify "Author not Verified" when running a program of a networked drive.
Have you tried loading the .html help file with Firefox? That would prove it isn't IE that is at fault at least.
