I think a Packard-Bell disk fix will work.  You remember, from back in the
early and mid-90s?  Format and reinstall the OS and applications.

Seriously, did you try booting into Safe Mode and using Shift-Delete?  If
that fails you may need to use a Knoppix or other Linus OS to get by the
protections afforded you by M$.
