That's a great thread, and a topic I've seen presented a few times at conferences and written up in white papers. It's a very tricky thing to manage correctly. My partner has moved a huge app in FoxBase code running in FP 2.x runtimes completely to Windows and a commercial framework. It took years! Not just the coding and the testing and the training, but prying the DOS app out of the last few clerks hands after all the functionality was ported over and improved.
