It's within Cuban territorial waters in the Gulf of Mexico. That's why the
U.S. would have to negotiate with the Cuban communists.

We need a balance between exploring and drilling for oil and
environmentalists. There has to be a position that meets in the middle.
Extremes of both lobbies have to be stopped.
