When running 16-bit applications under 32-bit Terminal Services, each session will take up whatever the MEMLIMIT is, since they are all running in seperate instances of the 16-bit virtual machine. So for 20 people to do this, you need 20 x 16MB or whatever just for their apps. I presume the same is the case for 32-bit apps under 64-bit Windows.
