You got that right.  Tucson downtown is at about 2600' -- then there's 
where the rich folks live up the mountain -- much higher...

They had one storm last winter with about 2" of snow that stuck on the 
ground (and took out a LOT of foliage).

But I can always head south into Mexico for the winter...  :-)
