Hi Krystine!

The county clinic here in Sarasota has a policy of discouraging US citizen 
participation in favor of dedicating itself to the "illegal's" care. If you 
are native US the eligibility rules are enforced by the book, if you are 
illegal you need no documents, just come right in and see the doctor.

As far as I can see it was a staff decision. It is nearly impossible to even 
discuss this with the local elected officials who always have bigger fish to 
fry. I did get to speak to one State rep about it, who didn't do anything but 
listen.
