I just did a quick report to test - drop several fields in detail band 1. add detail band 2. Drop a field in there (your picture field). Set properties of both bands to break to new page. Works like a charm. (well, I do get one blank page for some reason at the start of the report, but I'll leave that as an exercise for the student. )
