I've seen a few programs that do this (not written in VFP)
but the 'label' for that vertical market type is :

Scheduling and Logistics for Event Planners.

The scenario you've described fits the process flow and data movement
EXACTLY.

If you have any conference centers close to you, inquire what they use for
scheduling rooms and resources, the prep scheduling, and the cleanup
scheduling.  The 'resource' scheduling is what is fun, is not only people
but things needed for a conference - ie - multimedia gear, live data
feeds, meals, menus, number of chairs, arrangement of chairs and so on.

I don't think you'll find something shrink-wrapped under 1000 bucks, but
thats just my gut feeling.
