I don't think that SQLSetProp() is effective for the lack of the server on
the wire.  I think that the OS is trying to route to that box, and it's
failure is what your experiencing.

Can you ping that IP if it's up and running, or is it all behind firewalls
and PIX boxes?

If you can ping it, you may try a ping test first and if .t./1 then continue
with your setprops.
