Paul, I'm looking at the source of the DLL as I write. It certainly doesn't look complex at all. It should be a "relatively" simple exercise to wrap up as it seems to pass string data into/out of the dll.
I might even look at writing a VFP equivalent depending upon how complex it looks on closer investigation. Have you any calendar files/examples available to look at or are you starting from scratch and have you any properties/methods you explicitly require?
