If there's enough call for government (at whatever level) to 
officially define such limits, they will. People like the original 
blogger you quoted will disagree loudly if they feel differently.

Until then, whether we're talking about the cafe or your example of 
neighbors, government/police don't get involved until there's a 
complaint. I only bring this up because of the subject line you put 
on this; government is responding to citizens, not patrolling 
arbitrarily for WiFi violators.
