You have a point here,  I tried it on my computer and got the error so I
went back to the Client and find that they used to have an earlier
version of VFP on their machine and that the error started to appear
when I uninstalled that about two month ago. I am going to install VFP 8
today and try it and if necessary earlier versions.  Of course this
doesn't help with the missing menu generator and the greyed out tools,
but if that problem goes away then I think the only solution will be a
hard disk wipe and clean install of everything.  Then I may have to find
a way of creating some kind of query program to work with VFP 9.0.

Not sure what version of VFP you have Peter, but I just built an EXE in
VFP 9 SP1 with the two
commands in question and I get "Feature Not Available" errors for both.
I suspect the user was
running your EXE via the VFP IDE (which I also tested and it works
fine).

Sorry Rick it was definitely working and has been for over a year. Must
be something in common with the fact that VFP can't now see some of the
tools perhaps an internal path mechanism.  I've just connected to her
computer remotely and I find that I can't open, modify an existing query
from within the VFP IDE

Those two features cannot be run in a standalone EXE. The EXE you
created must be run inside of VFP
for those features to be available.
