Any smtp server can be configured to listen on an alt port. even iis's freee smtp.
For outbound emial , you have two options, One use auth on your smtp server to relay using your isp;s smtp server.. on port 25..(They way they want you to.) so your own personal smtp server sends the message to their server.. all on port 25.. (that way they can make sure you are not using your internet connection to send out spam.. ) which is why they usually block all access to port 25. (unless its to communicate with their smtp server.). But.. you could set up a secondary smtp server out on some web site.. which listens to a non standard port.. You could then send your blat email directly out to your own smtp server on the internet using port 38XX or something like that.. Blat allows you to send to a smtp server using any port..
