The program was failing due to cheating and bribery. The village leaders would resort to extremely harsh methods to encourage the women to limit their births. They were arresting and torturing women and if that didn't work made them undergo sterilization. Villagers lived in fear because the chiefs kept modifying rules about family limits. Then there was rampant bribery by the villagers to get around the limit rules. Abortions went way up to avoid being arrested and fined for having another child.
