Mike, you could use a long file name to store the user's comments, then you'd have just the image file and it's name to deal with.
I have code that, built on something I got somewhere, uses the SAVEASBMP method in FOXFORM.FORM to capture the current window in a bitmap file (with a unique name), and then uses FLASH.EXE (in HTML Help Workshop) to bring up the bitmap so I can work with it (e.g. to save it as a JPG).
