While your last idea is understandable, I'd hate to be the poor bastard 
who has to work that graveyard shift just because his employer wants the 
tax credit.

As for light bulbs, that's a good idea, and I know that the grocery 
stores around here have HAD to replace their lights recently due to some 
state (or federal?) mandate so that they're consuming less energy.
