Well, as with other things, size matters.

For 'this' - type o file and resolution and depth matters.

So with your original image in bmp -
if you scanned it at 1120 x 760 pixels, at
24 million colors,

it will be huge and dense.
some options to make it smaller -

color depth settings -
24 million colors
16 million colors
...
256 colors
16 colors
8 colors
2 colors
1 color

sometimes dpi has something to do with it, it depends on your scanning
software.

Supposedly, VFP Report writer handles BMP natively as the 'fastest'
rendering type, but if you made your image 'dense' - it will choke a bit
(as you are seeing currently) .

I would suggest editing the bmp image in 'GIMP' or 'PhotoShop' and changing
its color depth to 8 colors, and see how that goes.

Contrariwise , you can rescan this 'thing' , change the settings of the
scanning session, so that it captures in 2 color or 8 color, you should
see a huge difference in real-time rendering for this report. You really
only need 'black' on white, yes? thats 2 colors, max.
