I'm not sitting on a machine with Office installed. If I remember correctly, there is a key named curver which holds the ending tag. Changing this to the latest will open the correct version. It sounds like Office 2003 was installed after office 2007.
Using "excel.application.12" may launch the correct version, but that limits you to that version.
