My HP laptop was only 3 months old and its AC adapter cord began to show
insulation also.  I ended up resheathing it with shrink-wrap insulation for
a while. but eventually had to replace it.  Gee, why did it "fail" within 3
months?  And why did I not get it replaced under warranty?  Well, last July
we picked up another Siberian Husky puppy (mail, two blue eyes, black &
white).  He discovered the AC adapter cord one afternoon, and decided it
looked like a tasty treat, or a really cool toy to play with!  Luckily (or
not luckily <g>) it was the DC cable he chewed on.  Otherwise he would have
likely been in Puppy Heaven that very day!
