Yes indeed it is stupid. But the reason it will a chosen decision is 
because it doesn't get challenged. While many managers won't listen, some 
will. And even the stupid ones may eventually wake up if reminded often 
enough. So, it behooves the 'responsible' people in the computer industry 
to continually remind them of just how "stupid" such reasoning actually is. 
Of course, "stupid reasoning" is not the term to use in front of the 
manager. Perhaps "unsubstantiated" or "proven wrong"... :-)
