I hope they know more about security than they do about web page design.

I hadn't heard of these before. Some certifications (like GIAC) are in
high demand and can lead to good money if you're in the right market.
You've described your neighborhood as being just outside of
Nowheresville. Is there a demand for these kind of things?

Certs serve several purposes: self-evaluation, establishing
credibility, outlining a body of knowledge, marketing, marketing,
marketing. What's your colleague's goal?
