One would need the context of what happened in the situation. When the gun went off, was anyone controlling the trigger for the gun? Was there an electrical short that caused the firing mechanism to bypass the users control and go off? Or was the Robocop using Micro$oft Vi$ta with a little IE thrown into the mix? (well maybe that one's a stretch) did the terrorist move the hostage into the line of the bullet after the bullet was fired, causing the gun to "shoot" the hostage, even though it was aimed at the terrorist, and the terrorist was in the line of site of the robocop's gun. One way to see if it was a software problem would be to go through the code and see if there is anything pointing to software malfunction, or just eliminate all other choices, thus the answer.
