Hi David!

Oh, I got the impression that the product has not actually been produced yet 
nor has the production facility been established. Another term might 
be "vaporware".

It looks like they plan to produce the product and manage to establish the 
production facility when and if they get orders. At least that is the 
impression I got.

If this is so, no wonder they don't want to pay you very much, they are saving 
their money for bail and lawyers.
