How much bandwidth do you need? Uptime? Four nines or five? How many
backups do you want? How often? On-site or off-site? What level of
disaster recovery are you willing to pay for?

You can pay a lot, or you can pay a little.

That's a lot of presumption. I was dealing with a major hosting
provider who disappeared off the Internet for a while because their
peering partners linking them to the Internet hosed the routing
tables. Happens to everyone. There's a lot of folks out there offering
hosting services. I've seen some real disasters. Do you really want
them owning your source code?

So, if you have no budget, how are you planning on paying for this?

Seems like a lightweight hosting site might be a better choice, and
admin and backup the svn repository yourself. You might even go for
the straight encrypted drive hosting, so you are in a little less
danger of having your code disclosed. That could keep it offsite and
perhaps get closer to your budget of zero USD.
