Nobody should be surprised.  President Bush isn't about to withdraw 
troops from Iraq and take a chance on an ensuing acceleration of civil 
or regional wars or other atrocities occuring during Presidency,  not to 
mention possible legal actions against him that might arise to plague 
him after he leaves office; because of the unnecessary war against 
Iraq.  If I were President Bush, I'd be doing the same thing.

All current maneuvering is to push the inevitable into the next 
Administration and let them deal with risk and consequences of troop 
reductions. LOL  Until then the Bush Administration will continue its 
chucking, jiving, and spinning to "Stay the Course".
