Paul:  I have seen this and it was related to Install Shield.  VFP was 
installed on a machine.  Then something else was installed on the 
machine that didn't complete or left a registry entry in an incomplete 
state.  It didn't have anything to do with VFP, it was just that my VFP 
application was the last successfully installed application on the 
machine.  The fix was to get the failing application installed correctly.

I am not sure this is the problem you are having but this has happened 
to me a couple of times over the years.
