REINDEX is fine for working with the data in the IDE. It is true that a
corrupted tag header will
propagate with REINDEX, completely defeating the purpose of the reindex.

The bloat you are referring to is a huge deal, but it depends on the version of
VFP. I think this
changed in VFP 7. What happens when you REINDEXed is the original tag was
marked deleted and a new
tag is created. Effectively this doubled the index size (not exactly as deleted
nodes are not
created). This leads to bigger CDX files. Bigger CDX files are typically cached
locally when working
in a server environment. This means more network traffic and slower overall
query and update
performance.

DELETE TAG ALL and INDEX ON will solve the problems discussed, and has been a
best practice for
years. It also will cause problems for you because it will drop persistent
relations and referential
integrity. This is why Stonefield Database Toolkit is a must have. It does
everything for you and is
easy to use.
