Actually it does impair their performance... usually for about ten minutes 
every hour when then sneak out to puff on their weeds, while the rest of the 
worker bees are producing.  When I worked out in Nashville, people in my 
building even made the local news as cameramen (or is it camerapersons?) sat 
out front in a van and taped the same people, out side every hour.  Being that 
these were state workers, I wasn't too upset as they couldn't do as much 
mischief while away from their desks,
