Many town ordinances are vaguely-written.  It may say
"shall not be overgrown" but what's the definition of
"overgrown"?

Some guy in my county got into a dispute with his
neighbors over a similar thing.  To get even, he took
care of any citations, then he painted his house a
terrible combination of pink and purple.  Apparently
there wasn't any code on the books prohibiting paint
color.  

I bet that drove house prices lower than his overgrown
bushes.  LOL
