Try this argument. The immediate and short term capital loss from the 9/11 attack has been estimated to be 27B, so, based on that figure there is no possible ROI from a business standpoint on investing 1.6 trillion. It is simply cheaper to let them (terrorists) to blow a few us away from time-to-time. Right?
