Thank you for making my point. The article was apparently written by someone
who expected the government to do something constructive. The point about
bashing Bush is obvious from the total disregard of the neglect of the levee
system by the levee commissioners (or whatever their titles were). The problem
was years in the making and just because the current crop of incompetent
bureaucrats was appointed by Bush, the systemic failure is blamed on him.
