Yes, a DSP is a dedicated bit of hardware that excels at processing signals. You need a very fast CPU to match a DSP. For example a custom DSP can easily handle real-time mpeg encoding, but you need a 2-3Ghz x86 CPU to even attempt that. My understanding of the Cell processor is that it's not all it's made out to be.
