Heya Max - I think if yer laboring under the assumption that the base source code will be made available, you are mistaken. Won't happen in your lifetime, and I'll bet you not only my $$ holdings, but all of the $$ holdings of that illustrious HKG developer, Man-Wai Chang as well, that it won't happen.
However - the beauty of VFP is in it's extensibility - so look at the msdn download area for VFP source code of the add-ins for VFP - it's all VFP source code. You can change things to suit yer sw dev practice, and if you study the entry points, you can make yer own stuff with some guarentee that it'll work. OTOH, if yer on a cheesy political campaign instigated by that spurious fella, Man-Wai Chang - don't bother. He won't even step up to the MS office in HKG, much less call anyone there. But, I Notice yer in PRC. Why bother ? you haven't paid for any VFP licensing in ages.
