The congressional vote to give the Bush Administration authorization to wage war with Iraq was more a fear reaction by congress, rather than any kind of vote based on well reasoned and debated positions based on facts. The vote was based on emotions and fear. If you remember, anyone voting against the war authorization was label as a traitor or as a softy against terrorism.
The Bush Administration was very skillful in whipping up a bunch of fear in the American people, in congress, and the UN, so the Administration could have it way with a preemptive war against Saddam Hussien's Iraq. It was The fear! The fear and horror is still being used today by the DHS, NSA and other government agencies that are pushing for greater U.S. security at the expense of American freedom and privacy.
