Did you see my thing on the google for 2003.
If I remember correct, you need to map the wsdl to soap30
Bring up IIS manager for the web site and select Home directory.
On application settings select Configuration
On the mapping create an extension for .wsdl
point it to the SOAPIS30.dll which should be in c:/program files/common
files/MSSoap/binaries/
for some reason I have set to limit GET;POST and Script Engine selected.
