You might consider XCase (xcase.com). It allows you to do all the data modeling upfront, then you can switch out the database targets. Handles the popular databases including VFP, SQL Server, MySQL, Oracle, Sybase, SQL Anywhere, Informix, DB2, Interbase, Firebird, MaxDB and Jet. You can share the data dictionary with the team via the viewer (purchased separately). Generally pricey, but not compared to some of the "big boy" modeling tools.
