I see the conspiracy going down something like this. Clearly the USA was trying to broker a power sharing arrangement between Pakistan Prime Minister Musharraf and Bhutto, that would ensure Pakistan remain a USA ally. This would allow the USA to continue to use Musharraf as a proxy in the fight against Al Quanta, the Teliban, and other extremist, while Bhutto would bring support from the people for the government as a whole. Unfortunately, the power sharing arrangement was never consummated, and Bhutto because a threat to the alliance to fight the war on terror between the USA and Pakistan.
