That's because you combine an optimizable expression bit-wise OR with the
non-optimizable expression EMPTY(stop). Rushmore uses

  non-opt OR opt = non-opt

since the non-optimizable expression would force VFP to read the entire
table anyway. To optimize this expression, use 

  stop = {}

instead.
