Talk to them.   I never dealt with an agency where they did not check with me 
before presenting me to a client.  That precluded this type of thing.  They 
probably have some hotshot at their office that saw you were not fully occupied 
and assumed you wanted to be.

I wouldn't be too hostile, but you have to stand your ground and if their 
billing rates are different, your compensation should be different.  End of 
story.
