Hi Paul!

Actually not. I think the hardware and software already exists. A transponder 
on the speed limit sign tells all the cars what the speed limit is and that 
is their maximum speed, set by their own computer. It isn't as though it were 
a gun covered by the second amendment.

People around here speed up for speed bumps and go 50 in parking lots, daring 
the pedestrians to try to get out of the way. Long overdue, in my opinion.
