Greetings, I would certainly develop software to do that task, whether the platform the application will run on be MS-DOS, Linux, or Windows. It doesn't matter what the pay is, as it would be for the safety of others.
The only reason the jobs are sent to India is because they are willing to work for less money and benefits than US citizens are willing to work for. We Americans are spoiled and are lazy. We don't like to work unless we are going to be paid for it, and paid a lot. Those in India, Mexico, ETC are willing to work for cheap because they have been like that for generations, and are living in horrible conditions. They see it as an opportunity to support their family. US businesses take advantage of that, and send jobs over there. The jobs should certainly be kept here in America to keep more jobs, and our money here, and to help increase our economy.
