You might want to read chapter 10 of What's New in Nine from Hentzenwerke. 
There are significant
improvements in the XMLAdapter from version 8 and nesting is part of this. 
Right on the first page
of the chapter:

" One of the most useful enhancements in VFP 9 is the improved ability for the 
XMLAdapter to read
and write hierarchical XML. Under VFP 8, the XMLAdapter cannot create nested 
XML using the ToXML
method nor can it always parse nested data into multiple tables using ToCursor 
or ChangesToCursor.
VFP 9 lifts this limitation. "
