If your SMTP server is configured to allow open relays, it will send
email from anyone who asks (i.e. any requests to the IP address of the
mail server over port 25). So it's considered bad form to have a public
server that allows open relays. Unless you're fond of sending spam. You
either have to get the SMTP server to trust your system (i.e. allow open
relaying from the IP address of your computer/network) or you have to
authenticate to the SMTP server with a good user name and password. If
you have to authenticate then you must pass the authentication info with
blat along with the rest of the email stuff.
