Take the number of complaints posted to the list about abuse of OT,
and multiply that by 10 to get an idea of the private complaints that

Agreed. But for a new member to the list to constantly have to learn
this the hard way, a list-wide delay for those who have demonstrated
no desire to abide by community standards will allow everything to
flow to ProFox, and help keep ProFoxTech much cleaner.
