Absolutely strange. They shouldn't rely heavily on the fine dollars for their budgets. I'd say they should keep using them but just "up" the fine to perhaps help make up for the shortfall in revenue. This has the same logical thoughts as letting everyone smoke so that we reduce the population via cigarette-related deaths, or guns for everybody so more people will get shot (and reduce the population boom).
