You forgot about the home schoolers. My last two kids where home schooled because the city schools were so terrible. Of course, my wife is a retired teacher, so we did better.

Sad but true isn't it? That is city schools. We also have County school district that probably has 90+ % rate of graduation. then we have private schools that probably have close to the same volume of kids as County does, that means a lot of kids go to private schools.
